You can't really officially mandate this, because if you say newlines have
to be \r\n, then something that only sends \r simply isn't sending a
newline, nothing broken.  I think the strongest support you will find that
the HTTP spec says newlines are \r\n, so that is a good convention.  But
aside from convention...
