Subject TCP_NODELAY error message

Now the code reads:

    if (0 != setsockopt(s, IPPROTO_TCP, TCP_NODELAY, (char*) &just_say_no,
                        sizeof just_say_no))
        fprintf(stderr, "httpd: could not set socket option TCP_NODELAY\n");

why are we printing it to stderr?  It should go to the error log.

Oh, for someone doing docs (hint, hint... you know who you are <g>) it
would be nice to have a "this probably isn't a problem" FAQ for things
like occasional TCP_NODELAY and some of the lingering_close messages
(although they should, if they haven't been, be made to pipe down a bit).
