Hmmm, what if the webmaster had

    DirectoryIndex index.pdf index.html

or the equivalent, and the browser only had Accept: text/html ?
In that case, your patch would return 406.

OTOH, it is certainly true that, with

    DirectoryIndex index

your patch would be preferred.  However, the problem would also occur with

    DirectoryIndex index welcome

We should probably look for a general solution (for 1.2.1).
