If I remember correctly, this behaviour was deliberate.

Symptoms:

Apache's ap_[v]snprintf() are compiled in and used
even through there is native snprintf()
until NetBSD release 1.2; the same think affects
FreeBSD folks, they have [v]snprintf() since
FreeBSD 2.1.7 ; patch which makes
HAVE_SNPRINTF to be defined for affected systems
