Symptoms:

When I parsed the input stream from the POST of a
form, all fields had the hex character 0xFF before
each ampersam of a text field, whether the field 
was empty or not.  For example, empty field FLD1
looks like 'FLD1=0xFF' or, with a value, looks 
like 'FLD1=value0xFF'.  This same CGI works fine 
under Sun Solaris 2.5 and DEC Alpha w/OSF1
