Subject [PATCH] bug reporting changes

    Okey, here's the original patch for bug_report.html (cleaned up just
    a tad).  I went through the distribution and found a couple of other
    places the apache-bugs mailbox is mentioned; those are also
    included.  The only exception is src/Configure, which has an
    outstanding patch on my system for "putting modules in their own
    directories", and I'd rather not confuse matters.  When that patch
    gets committed or vetoed, I'll submit an additional one for the
    mailbox fixup.

    Note that the bug_report patch might need frobbing for filenames,
    since the original isn't in the master CVS repository.
