Excuse me?

Many companies are now exporting packages with hooks to run PGP and
hooks to call rsabase.dll included with win95 with no problems.  The
idea
of export restrictions on programs CAPABLE of using encryption is
idiotic and can't be upheld in court.. and it HASN'T been upheld in
court.
