Subject os-machten/210: util.c -- missing semicolon (fwd)

Umm... why the heck is there both HAS_GMTOFF and HAVE_GMTOFF?  The bit in
util.c is ifdefed by HAS_GMTOFF, while every entry except two (and they
are undefs) in the config file use HAVE_GMTOFF.

I am scared to fix this so that platfroms use gmtoff at this stage because
it could break things and works reasonably fine as is...

Oh, I'll fix the semicolon...
