httpd_core.c, line 390

this line strips the " if it is the [strlen(line) - 1] 
of the line, which would be the last char, which is not the 
described behaviour. It's reproduceable by putting a string
with a " at the end for the ErrorDocument directive
, the output on the browser won't have the trailing quote,
but the leading quote is still there.

Searhed the GNATS and other places, no previous mention of 
this, and it's still there in 1.1.3 and 1.2b4.

I haven't had time to figure out a fix for it yet, but it
shouldn't be that hard.
