Symptoms:

When the machine runs low on memory the httpd 
children die and are not restarted by the
parent process. The parent remains running, but
does not attempt to spawn any further child
processes - even when the memory is available.

This behaviour was present in earlier versions
of Apache (1.0.3), but appeared to disappear 
in 1.1.1.

Apologies if this is not consider a bug as such
- but I thought you should be aware of the
problem.
