It is needed, because mod_rewrite can be compiled under Apache 1.1.1
out-of-the-box! And there were no const stuff for the API. beside this point,
the _const is already replaced by my_const in mod_rewrite 2.4.0 (already
available).

It would be nice if the Apache Group can just notice when I announce an new
mod_rewrite release and check the ChangeLog to be informed ;-)
