I still haven't heard any good reasons not to simply check out the manual into www.apache.org/docs/, and then we can just run cvs update on it whenever we make a change (we'd need to branch it after 1.2 is done, so 2.0 docs don't appear until their time, but we can worry about that later). If we throw a deny from all into access.conf, I don't see any sort of problem with that.
