Uh, 

  Alias /cgi-bin /path/to/wherever
  <Directory /path/to/wherever>
  SetHandler cgi-script
  Options ExecCGI
  </Directory>

Maybe?

The fact that people are still setting MIME types based on filesystem location
is most troubling.
