Probably so.  Who waits 7 minutes to transfer only 8k?  That's 163
bits/second average (over 7 minutes), or about half of 300 baud.  The
link would be pretty much unusable at that speed.

Even allowing only the 120 second timeout of our servers here to send
8k might be ok.  That's about 68 bytes per second.
