Subject Trouble with Location/SetHandler

A mod_perl user just asked:

Oh yeah, how do I stop GET //perl/test from returning the source code of test?
access.conf:
<Location /perl>
SetHandler perl-script
PerlHandler Apache::Registry::handler
Options ExecCGI
</Location>
srm.conf:
Alias /perl/ /home/elvis/jdg117/mod_perl-0.85_04/t/net/perl/
---

I tried for myself and was stunned, more so when I could do the same with:

Alias /cgi-bin/ /users/dougm/www/cgi-bin/
<Location /cgi-bin>
SetHandler cgi-script
Options ExecCGI
</Location>

GET //cgi-bin/script

returns source code of a perl script, binary mess for C program.

GET /cgi-bin/script

works as expected

Is this a bug or broken configuration on my side?
