Yes!  Definitely, it'll help dispell the notion that you need mod_usertrack
installed in order to use cookies.  It's a simple fix - since we're telling
people they'll have to add a directive anyways to maintain the status quo, and
"CookieEnable" hasn't been released publicly, this is probably politically easy
to fix at this stage.  Any other +1's?
