Okay, so, if I create a unix GID "ap-docs" and put the folks expected to do
docs work in that, and then "chgrp -R ap-docs ~cvs/apache/htdocs/htdocs/manual", 
that would be correct?  I figured cvs might have its own module/permissions
management structure that would have to be appeased, but I guess not.

Also, can we remove the top-level "apache-docs" tree, and apache/docs, and
apache/manual, now that we've decided apache/htdocs/manual is the place to be?
