Symptoms:

depending on the viewer used, the Welcome.html pages may or maynot appear to hang.

lynx 2.3.7 BETA from sunos 4.1.1 works fine
lynx 2-4-2 from solaris 2.5 hangs.
netscape (beta3?) on Freebsd hangs
netscape (not sure) on windows works or doesn't work
    (probably version related)
MS IE appears to work.

the server, www.freenet.durham.org, used to run on a linux machine with a CERN server.

during testing, i attempted the following in order to define the problem:

routing issues: access was attempted from a variety of systems, and software.
the problem exhibited itself no matter where the browser was located.
(note: only lynx is available on the server itself, and it works locally)

.htaccess files were removed, no effect.

Welcome.html was removed, no effect (the lynx session that worked before, got a directory
listing,
   the netscape session that didn't work, still hung)

diffs of the configfiles against the -dist ones were shown to a knowledgable apache admin,
who
did not see any flaws.  (these config files are in ftp://freenet.durham.org/pub/apache.cfg)
