No, but here is a simple patch to do it:

There was an old patch to do this which was rejected, but I was referring
to the charset parts of my large HTTP/1.1 mod_negotiation patch.

Not that I'm aware of... I submitted a patch on Sep 12th and Sameer has
come up with the same fix now, so I think it still needs fixing.
