As the perpetrator of that assertion (one of the few in Apache), I guess I
should explain. Firstly, its a graceful restart thing, so have you set up so
a -HUP does a graceful restart? Secondly, I clearly thought, at the time, that
when I copy the listeners (in preparation for closing down and restarting with
the new listeners) they should all have used set to FALSE. I'm not sure why I
thought this, though.
