Actually, the setuid features are now part of standard Apache.
There is a wrapper program in /support (suexec.c) that if installed
and setuid root will cause Apache to configure itself for setuid execution
based on ~user or User/Group directives in the server config files.
Apache will only call the wrapper if the User/Group or ~user is different
than the server effective uid.

Jason Dour and I pulled these changes together.
