Well, the GPL itself, v2, sez:

  In addition, mere aggregation of another work not based on the Program
  with the Program (or with a work based on the Program) on a volume of
  a storage or distribution medium does not bring the other work under
  the scope of this License.

That is, you can put emacs on a tape with a bunch of other things,
some available binary-only, and it's OK.  Pre-installation is the
same sort of thing.

(Note, however, that this does not allow taking a GPLed product to
pieces, and "merely aggregating" them with proprietary code to make a
completely different product).
