This is not a bug, it is a feature. To Apache, all filename extensions are
treated as meta-information about the file. The "map" tells Apache to
treat the file as an imagemap rule file, the "html" tells Apache to label
the document as HTML. While these specific two don't work especially well
together, there are situations where this can a very useful feature.

The solution is to rename the files, to something like texas-map.html.
