Subject restart disaster with 1.2-dev

I put 1.2-dev on 3 FreeBSD machines yesterday, only to find that
none of them came back to life after a SIGHUP at midnight.

It's easy to reproduce, just use kill -USR1 once and then kill -HUP
becomes lethal.

/usr/local/httpd/httpd -d /usr/local/httpd
(139)=localhost=/usr/local/httpd=>kill -USR1 `cat logs/ `
(140)=localhost=/usr/local/httpd=>kill -HUP `cat logs/ `
(141)=localhost=/usr/local/httpd=>bind: Address already in use
httpd: could not bind to port 80

kaboom, nothing left alive.

System: FreeBSD 2.1
Apache: apache_19960813190019.tar.gz
