Extra Modules used: db_auth_module, dbm_auth_module, proxy_module
URL exhibiting problem: 

Symptoms:

When all proxy caching is disabled, all documents
that are not already in the browser's cache
(I'm using Netscape 3.0b6) return with a dialog
box that says "Document contains no data".

If all the Cache* directives in
httpd.conf-dist are uncommented things appear to
work as intended.
