Actually the module is designed to track users; it just so happens that
it _currently_ uses Cookies to do this.

We can't even be certain that they will be called "Cookies" in the future,
they are only a proposed standard originally made up by Netscape after
all.  (Latest IETF draft, "Proposed HTTP State Management Mechanism"
