NeXT appears to be one of the systems that uses neither MMAP
or SHMGET. I'm not sure that it doesn't _have_ at least one
of them, but as of now, conf.h doesn't say so.

httpd_monitor will still work with systems that use a scoreboard
file, at last testing.
