  Can the directives which are controlled on a per-<Directory> basis 
  also be controlled on a per-<Location> directive?  In other words, could 
  you use <Location> to control such a beast?

Alexei will correct me if I'm wrong, but it sure looks to me like
<Directory> and <Location> are functionally equivalent, and support
the same set of directives...
