Already in Apache-SSL. Simply configure it to require client certs, and add
VeriSign's keys to the host's CA directory. Admittedly there isn't currently
a way to pick and choose which CA gives access to which directory (except by
using extra virtual hosts). Hmmmm.

Of course, we can't add this to Apache.
