Because POST to the automatic directory-indexer just doesn't make
sense.  It *might* make sense to an index.cgi, if one is present ---
at any rate, I think moving that if statement down past the checks for
an 'index.foo' to internal_redirect the request to should allow POSTs
to an index.cgi to work as Brian expected.  Whether it's a good idea,
well...
