Didn't we go over this about 2-3 weeks ago?   And I don't think anyone was
interested.

Anyway... I agree that it is needed, and would be very nice to have it.
Whatever way we decide on doing it... ( as long as it's run-time option, 
- -1 to disable, maybe even a TypeofTime Directive... Minute, Day, Week, Month.
Just like 'at now + 1 week ' 

ConfigWatchInterval 1  (-1,1-99)
ConfigWatchTypeofTime Day 
ConfigWatchRestart On ( Off, Email? or maybe Log with syslog? ) 
ConfigBackupSetup conf/backup/httpd.conf 	-- if fail on the original 
						   see if these will work.
						   If not exit.

Good point.. maybe we can set this up as a external `support` program rather
