Oh, I have never actually read the docs, I guess.  Here is what I do:

in srm.conf:

    AddHandler imap-file map

And in my HTML I simply do:

    <a href="config.map">
    <img src="config.gif" ISMAP>

In this case my config.map is in the current directory.  Try it this way
and see.

I have a test at: http://madhaus.utcs.utoronto.ca/~rasmus/im.html

The top "Submit Changes" and "Add Rule" buttons go to different places.
Default just goes to /~rasmus which will give you a directory.
