The specifics... okay 

28.8 modem via PPP from a linux client to linux server.   Apache 1.0.3 
httpd, wu-ftpd ftp server... doing a transfer of two files, one being served
via httpd (client lynx) , and othe other via ftp (client ncftp-1.9.4).

Don't remember the time it took, but I know the ftp client had finished 
the lynx still had about 10k to bring over.

P.S. I didn't get a 28.8 connection, I belive it was a 21600.
