It depends on what the directive in question does.  Modules can have both
per-virtual-server *and* per-directory status structures (it doesn't really
make sense to give things like mod_userdir per-directory status, since there's
no particular directory which it makes sense to associate it with).  If the
directive in question modifies a per-directory structure, then it can be
scoped per-directory.  

And yes, you can use this to avoid adding new Options directives, viz.
the mod_includes XbitHack command (which might have been "Options XbitHack"
in an alternate universe).
