FWIW, the relevant language from the tcl 7.5 license.terms is simply:

  The authors hereby grant permission to use, copy, modify, distribute,
  and license this software and its documentation for any purpose, provided
  that existing copyright notices are retained in all copies and that this
  notice is included verbatim in any distributions....
  Modifications to this software may be copyrighted by their authors
  and need not follow the licensing terms described here...

The key words here are "for any purpose", which are replaced in the
FastCGI LICENSE.TERMS file by much more ambiguous (and arguably much
more restrictive) phraseology.  Likewise, the FastCGI LICENSE.TERMS
permits release of derivative works under different terms only to the
extent that the new terms do not compromise OpenMarket's "proprietary
interests", which are not clearly spelled out.
