  script/server in Python that allowed the NaviPress authoring tool/web client 
  to use Apache instead.

You may be thinking of Dan Connally, who has just written a stub server
in Python, which he runs on an odd port, covering the W3C document arena.
I was actually planning to ask him for a copy before doing anything Apache
specific.
