Subject yet more host crap

Looks like netscape at least allows URLs of the form

http://anything@host/

where "anything" can be anything, i.e http://brian@www.apache.org/.  Was 
the resolution in the 1.1 spec that "anything between the second and 
third slash in the URL is placed in the Host: header", or that it was a 
"fqdn:port"?
