This doesn't appear to check for requests matching virtual hosts.

Also, when we finally have the host in the request in one form or another,
I'd like to be able to redirect requests for anything but the canonical
hostname.  I.e.  a request for

http://apache.org/

is redirected to 

http://www.apache.org/

and

http://204.152.144.28/

is redirected to

http://www.apache.org/

Hell, I want

http://www.apache.org:80/

redirected to

http://www.apache.org/
