Ohoh. Seems I'm not the only one who makes this mistake.

I'll say again; it is consistent with good local security policy to create
files with owner permissions only. Unfortunately, CVS propogates that local
policy. I think we should make the CVS server set group permissions for new
files. It has been argued that only the comitter can know the correct
permissions but in the case of Apache that just isn't true. All files should be
group writable (and readable, of course).
