Subject users without /usr/tmp

Subject: typo & clarification

	Just making this error more clear. Someone tried to run apache
and didn't have a /usr/tmp. I was very confused by the error until i
grepped the source for 'lcok'. (It may be fixed in 1.1 already, i
admit that I haven't checked.)
