	The problem arises only when the user isn't using CGI in the
standard form-url-encoded manner, but is just passing arguments to a
CGI program in the following fashion:

	http://www.c2.org/cgi-bin/test?1+2+3+4

	if say they want the 3rd argument to be blank,

	http://www.c2.org/cgi-bin/test?1+2++4
