Subject Apache 1.0.3 and 1.1b0

Yes, it's technically a couple hours past Friday, but... anyhow, I built 
1.0.3 and 1.1b0 and stuck them into httpd/dist.

I included 61a, 62a, 70c, 76a, 82, 84b, 85, 86a, 87, 88, 89, 96, 98, 101
and 103 in 1.0.3, and all the rest in 1.1b0 (well, and those too). 

I went with calling it 1.1b0 because it's rather certain that we need
another round next week to fix the things that cropped up this time. But
1.0.3 we could make public now. Do we want to? (well, otherwise, what
would be the point...)

Anyhow, I also updated the conf files for 1.1b0 and the top-level CHANGES 
file to represent the fact that, well, "What's new in Apache 0.8" isn't 
quite recent anymore. I also created http://www.apache.org/docs/1.1/, and 
started to fill that out.

So... I think that's just about that.
