I just remembered that $CVSROOT/CVSROOT/log.pl is the only program that
writes the log files -- this is set up so that you can make it setuid
to something that is able to write the log file for "more secure" logging.
I'm not sure if this is mentioned in the FAQ or where, but I've seen a
comment about it.
