Subject CGI headers surviving an internal redirect

So this is what I want to do,

 My CGI script redirects (internally) to some html file and I want that
 html response to have a particular header attached to it (in this case
 a cookie). The html file will always be in the same dir, but the name
 will vary.

I don't think this can be done without jumping through lots of hoops.
I rememeber some recent mail about CGI headers needing to survive an
internal redirect. Anything come of that discussion?
