No, the table code allocates space for new elements as needed.
(It uses the standard doubling hack for this, so the total amount
of space consumed is only linear in the final requirement ---
double, in fact).  The size argument to make_table (5 in the
instance in question) is just the number to preallocate; overhead
is obviously minimized if this is at least approximately right, but
it shouldn't make a *functional* difference if it's wrong.
