This is how it is supposed to work. The two options are not
mutually exclusive, rather "SymLinksIfOwnerMatch" depends on
"FollowSymLinks" in order to work. "SymLinksIfOwnerMatch" just
adds an extra level of security  on enabling "FollowSymLinks".
