I'm sure.  The problem is when several requests come in at once, usually
1/3 doesn't get sent.  And apache registeres a socket error: accept failed.
I get about 20-30 per hour... my error log, only consists of send timed outs
and these socket errors.  The times are different so I doubt they are related.
This is s sample log when I tested the 84 patch:

[Sun Jan 21 22:19:59 1996] send timed out for wolf.qosina.com
[Sun Jan 21 22:20:07 1996] socket error: accept failed
[Sun Jan 21 22:20:13 1996] send timed out for wolf.qosina.com

wolf.qosina.com is my ppp connection.  I turned on a lynx, netscape and
mosaic connection on one unix client... and started all of them at once
requesting the same page.  ( http://www.qosina.com/newhome.html ) if 
anyone is interested...
