Unless I'm quite mistaken, this isn't a legal URL syntax. The space 
should be escaped, e.g.

http://www.netw.com/cgi-bin/info.cgi?1%202%2030

That works. I know, because I've tried it.

Yes. It thinks the protocol is "2 3 HTTP/1.0", because the space divides 
the request-URI from the URI.
