I need to take fewer drugs (of all kinds)

ignore my message below - nothing was broken, the "switch" being taken in 
conf.h was 

  #elif defined(__FreeBSD__) || defined(__bsdi__)

Taking the 12x build and adding #define HAS_GMTOFF to that switch makes 
for a clean compile.   Now the question is, is gmtoff something every rev 
of freebsd and bsdi have?  I don't have 1.1 handy anymore... but 2.0 
definitely needs that #defined.
