Ugh, okay, further note - for some reason, even though

#define BSD 199305

was set in sys/param.h, the conf.h lines

#ifdef BSD 
#define HAS_GMTOFF 
#else 
#undef HAS_GMTOFF 
#endif

weren't turning on HAS_GMTOFF like it should have been. When I changed 
the "undef" to a "define", it compiled fine.  Huh?
